29 5 Certification and the International Conference on the Great Lakes Region ICGLR The International Conference on the Great Lakes Region is an intergovernmental organization bring ing together the governments of Africa s Great Lakes Region to promote the establishment of peace stabi lity and development Its member states include Angola Burundi Central African Republic Republic of Congo Democratic Re public of the Congo Kenya Rwanda Sudan South Sudan Tanzania Uganda and Zambia The Secre tariat of the ICGLR is headquartered in Bujumbura Burundi At its founding in 2006 the ICGLR committed it self amongst others to establishing a certification mechanism for natural resources from the region During 2010 the ICGLR and its partners supported by German International Cooperation GIZ elabo rated a plan for regional mineral certification to be implemented as part of its Regional Initiative Against the Illegal Exploitation of Natural Resources RINR The ICGLR scheme contains four key elements Mineral tracking from mine site to point of export the implementation of which is left to member state governments and their partners e g iTSCi Member states obtain data on regional mineral flows and transmit these to a central ICGLR database which then analyses the data looking for imbalances between production and sales or purchases and exports Independent third party auditing of mineral exporters based on a regional standard with auditors and auditing standards managed by a committee with multi sector representation i e government industry civil society 28 2012 BGR Hannover 2012 BGR Hannover
