The Supreme Council of Planning established in 2012 aims to achieve sustainable development and to find mechanisms that will implement policies and strategies to achieve economic diversification and exploitation of resources One of its newly implemented strategies is a national strategy for logistic services in the Sultanate 2014 2040 whaT IS ThE aIm oF ThE SULTaNaTE oF omaN LogISTIcS STraTEgy aND how woULD IT BE oF VaLUE To ThE SULTaNaTE S LogISTIcS SEcTor Oman as a country is blessed by its geographical position outside the Gulf but with good cross border connections with Saudi Arabia Yemen and the UAE In addition it is situated close to the main shipping and transport routes between Asia and Europe and of course Africa where Oman has traditional ties as well as of course to the Gulf countries Iran and India Oman has and is continuing to invest heavily in transport infrastructure with the ports at Salalah Sohar and most recently Duqm with new airport facilities at Muscat Duqm Salalah and Sohar Ras Al Had and most significantly the Railway which will link these ports in Oman but also throughout the GCC countries connecting the ports as well as the urban centres The Sultanate of Oman Logistics Strategy SOLS aims to leverage these investments together with Oman s geographical location to make Oman one of the most effective and efficient Logistics Hubs in the world thereby attracting investment and employment opportunities for Oman nationals For example the Oman railway should not be looked at in isolation as a railway for Oman but as a transport highway capable of taking goods from Oman s ports and airports through to markets in the UAE Qatar and Saudi Arabia and beyond It is of course easy to state this however it needs concerted development across a wide range of disciplines from the equipment at the sea port or airport to the smooth clearance of goods the training and education of the workforce to having the right legislation and rules in place to ensure seamless and cost efficient delivery of goods Ultimately this will lead to increased business and employment opportunities both in Government and the private sector across a very wide range of disciplines from port operations and mineral extraction to agriculture warehousing and airport handling as well as in so called soft skills such as IT education and training ThE aIm oF ThE LogISTIcS STraTEgy The aim of the logistics strategy is simply to formulate a plan that identifies both the strengths and weaknesses of the current logistics organization in Oman that overcomes any weaknesses and builds on the existing strengths and lays out a practical and measureable map for Oman to exploit its natural geographic advantage The Logistics Strategy is being developed by the Ministry of Transport and Communications with the direct support of the Supreme Council for Planning to ensure that the project is properly developed executed and ultimately implemented The fact that two organisations are involved is an indicator of the importance that this project has for Oman given the high level of investment in transport Infrastructure More importantly it should be noted that the development of the strategy will call on the support of a number of different ministries working together for the benefit of Oman whaT IS ThE cUrrENT STaTUS oF ThE ProjEcT A task force with a mix of experienced individuals from both government and the private sector has been established by HE Dr Ahmed al Futaisi The Minister for Transport and communications The task force has set up seven working groups made up of a mix of government and private sector leaders tasked to review seven core dimensions of Logistics These working groups will report to the task force with the results of their deliberations and together they will identify and establish clear strategic goals and measures of performance that will form the Strategic Plan This work is to be completed by December 2014 wILL ThE mINISTry oF TraNSPorT ISSUE TENDErS IN ThE NExT STagES oF ThE ProjEcTS For E g coNSULTaNcy TENDErS Whilst there may be roles for some consultants the approach adopted has been that the work is undertaken by the seven working groups building on their mix of government and commercial knowledge tapping into the skills that are already in Oman This is important as when lessons are learned quickly improvements can be identified and implemented and the whole government organization becomes a part of developing the strategy as opposed to relying solely on external consultants n INTERVIEW WITH THE supreme CounCil for planninG Dalia Zayed Head of Business Development and Governmental Affairs at German Industry and Commerce Office AHK Oman FOCUS OmanFOCUS OMAN REgARdINg THE SULTANATE Of OMAN LOgISTIcS STRATEgy SOLS 18 ISSUE 12 MAJLIs
