FOCUS A fter a standstill in the last years the project business in the Gulf region is regaining momentum One of the most dynamic fields is the transport sector Governments of the region are investing billions in infrastructure projects like metro and railway The construction of a regional GCC railway network is foregrounded as a major project while on the national scale autonomous railway corporations are being founded to help push the process forward The railway sector will support the diversification efforts of the region as well as the intra GCC trade and thus provide a broad infrastructure for the transport of petrochemical products aluminium steel and cement The various Emirates have chosen different approaches for the project In the UAE capital Abu Dhabi the development of the transport and logistics sectors is part of a master plan which was announced by the Transport Authority of Abu Dhabi in 2009 Surface Transport Master Plan The plan includes the construction of an urban metro line the expansion of the two year old bus system air conditioned bus stops the construction of a railway line as well as a new passenger terminal at Abu Dhabi Airport A major part of the Master Plan is the construction of a railway network the first section of which is currently being built from Shah and Habshan to Ruwais This goes hand in hand with the development plans of the Western Region Al Gharbia which is to be transformed into a hub for industry and tourism According to the railway company Etihad Rail the 266 km long section will be completed within 2014 and used for the transportation of sulphur granulate from the sour gas fields The Rolling Stock is being supplied by the U S company Electro Motive Diesel and Locomotive Rolling Stock Corporation China The German company Vossloh was also awarded a supplier contract The tender for operations and maintenance is currently being evaluated Offers for the so called second phase 628 km in total have already been submitted and important decisions about IT systems are yet to be made According to MEED this phase consists of four tender packages and applies to the stretch between Ghweifat on the border with Saudi Arabia and Ruwais for the first part The second tendering project is a 190 km long sub section stretching from Al Ain to Liwa and another track which is to be built from Tarif to Dubai and Al Ain Moreover the stretch between Al Ain and Jebel Ali Airport Dubai is planned in an additional tendering package As a part of Phase 3 of the Master Plan a 279 km long sub section is planned to connect Dubai with the Northern Emirates of Fujairah and Ras Al Khaimah In June 2013 Etihad Rail and DB Schenker Rail formed a joint venture for the rail freight transportation Etihad Rail holds the majority share within the company The British daughter company DB Schenker UK is responsible for the operation GTAI Sept 2013 Four years after the publication of the Surface Transportation Plan the idea of a metro being constructed in Abu Dhabi is becoming more concrete Indeed the Department of Transport in Abu Dhabi is planning the prequalification for the first call before the end of the year According to MEED May 2013 the first award of the three tender packages is planned to be completed in 2015 The metro network will consist of an 18 km stretch between Zayed Sports City and Mina Zayed of which 5 km will be underground In addition a Light Rail Transport system with two route networks will be constructed in the northern part of the island of Abu Dhabi These routes will be of 15 and 13 km in length respectively After the first metro successfully opened in Dubai in 2009 the region seems to have developed a taste for it Consequently new projects are being developed in the surrounding Emirates and countries of Qatar and Saudi Arabia Dubai s population appreciates the established Metro system and the construction of a new tramway is progressing The process of construction will take place in two phases The first one covering a distance of 10 km will be completed by the end of 2014 The route starts at the outlying district of Dubai Marina and runs until Dubai Police Academy All in all eleven stations are planned along the way Approximately 27 000 passengers are expected to use the tramway every day 25 trains will be delivered by the French company Alstom Gulf News 19 June 2013 After execution of the second phase the network is to be extended to 14 km of tracks and 17 railway stations The announcement of the Dubai Expo 2020 not only gave a boost to the real estate sector but it has also sped up the developments within the infrastructure sector specifically the transport sector the trainS Begin to roll THE SULTAnATE OF OMAn S RAILwAy pROJECT THE OMAn nATIOnAL RAILwAy IS On ITS wAy THE MInISTRy OF TRAnSpORT AnD COMMUnICATIOnS IS CURREnTLy EVALUATInG THE FIRST pROJECT pHASE OF THE AppROXIMATELy 1 000 KM pROJECT 12 ISSUE 12 MAJLIs
