S ecuring and qualification of skilled work force has gained global importance for all economies These are the basis for productivity innovation competitiveness as well as for economic growth and employment all over the world For German and foreign companies abroad finding and securing skilled employees is one of the major challenges For this reason they are seeking various solutions to efficiently deal with the shortage of qualified workers One crucial factor in this context is that the German Dual Vocational Training system GVT is well known for its high level qualification and practice oriented training both of which are provided and determined by substantial contribution from companies This is one of the most important factors of the success of GVT namely the economy based determination of training content This combination of theory and practical training on site is considered as a big advantage over school systems based purely on education Vocational Training Made in Germany has an excellent reputation and is seen as an important edge for Germany s competitiveness Now more and more companies abroad are interested in the GVT and support the installation of the original German system within their organisation However it is clear that a mere copy and paste of the GVT does not always meet the needs of the companies or the trainees Thus it is necessary to adapt the system to the country specific situation at the same maintaining the core essentials Due to the high interest in Dual Vocational Training from German companies abroad and the particular interest from partner countries all over the world the export of GVT by the Association of German Chambers of Industry and Commerce DIHK the Chambers of Commerce and Industry in Germany IHKs and its representations abroad AHKs supports two strategic aspects 1 The promotion of German foreign business by securing and qualifying skilled work force 2 Systemic Vocational Training Consultancy services abroad in order to introduce dual vocational training in partner countries In this context the IHKs AHKs and the DIHK serve as the first contact and are competent key partners Various projects implemented by AHKs prove that the promotion of vocational training can be set up and developed as a success story Currently in 19 countries the core areas being Europe and South America and increasingly China and India German Vocational Training has been installed and studies and pilot projects are on the way in various countries It is estimated that about 3000 persons underwent a GVT in 2012 and the number will increase strongly in the future With an experience of more than 30 years the AHK in Portugal for example is responsible for one of the lighthouse projects in the field of vocational training Another success story is from AHK Shanghai which has been offering vocational training services for more than ten years AHK Shanghai is the overall representative of German education initiatives in China It consults and assists training companies promotes the development of partnerships between Chinese official institutions education providers and companies and has a vocational training committee that is built up according to German standards Additionally it coordinates regional audit committees which are able to hold examinations In the MENA region the most important example of GVT is in Cairo Egypt with the Centre for Vocational Training established in 1989 In the UAE AHK Dubai together with The Grand Hyatt Hotel offers GVT for German speaking young persons who will undergo the practical training in Dubai and the theoretical education in Germany beginning September this year AHK Dubai is also prepared to extend this program to other sectors in case other companies are interested To cater to the demand of German companies abroad the DIHK the IHKs and AHKs are making huge efforts to satisfy the high interest in the German system of vocational training Therefore the aim is to offer a service package with highly recognised value tailored to the demands of the member companies of an IHK or an AHK This service will be expanded in quantity and quality and shall be established at AHKs all over the world For this reason the term Dual Vocational Training Made in Germany has to be jointly defined so that it can be protected as an own brand The organisations of DIHK the IHKs and the AHKs are highly aware of the importance of this topic and currently a common global strategy with an action plan is being elaborated n traininG madE in GErmany all ovEr thE World Bernhard schröder Head of Training and Further Education at German Emirati Joint Council for Industry and Commerce AHK Dubai ra steffen Gunnar Bayer Head of Training and Further Education at the Association of German Chambers of Commerce and Industry DIHK in Berlin Germany FOCUSFOCUS 16 ISSUE 11 MAJLIs
